Nicotine ≤ 20mg/mL; Disposable/smoke cartridge ≤ 2mL; supplementary container ≤ 10mL; vitamins, caffeine, taurine, coloring agents, diacetyl, etc. are prohibited. Cigarette analysis must comply with national/EU standards.

The health warning must cover 30% of the front and back area of the packaging, with the Spanish warning phrase: 'Este producto contiene nicotina, una sustancia muy adictiva'. Packaging bans involve descriptions of tobacco flavors, false health claims, and designs similar to food/cosmetics. The instruction manual must include storage/usage instructions, etc. Packaging prohibits aesthetic designs such as metal reflection and fluorescent colors to attract teenagers.

Radio, television, Internet, print media, outdoor billboards and other advertisements are prohibited. The only exception: Industry publications (B2B) allow limited display. Sales points are allowed to be marked, but must not contain promotional information.

Notification must be made through EU-CEG (6 months prior to listing). Notification is free (non EU companies must register as agents in Spain). Submit market data notifications before March 31st each year. Product notification information must be updated to the Ministry of Health every 24 months, and ingredient changes must be submitted for modification notification within 15 working days.
