The Greek Ministry of Health is considering a comprehensive ban on all non tobacco/non mint flavored electronic cigarettes. According to the amendment of the Tobacco Taxation Directive (TPD) of the European Union, Greece may adjust the consumption tax on electronic cigarettes uniformly in 2026.

Product Specifications

Nicotine ≤ 20mg/mL; Disposable/cartridge ≤ 2mL; refill container ≤ 10mL. Vitamins, caffeine, taurine, coloring agents, CMR substances, etc. are prohibited. CBD prohibits the use of e-liquid.

Hardware Requirements

Child proof and tamper proof (EN ISO 8317 or EN ISO 862). Anti leakage and anti damage mechanism. There must be an anti overflow refilling mechanism (nozzle or docking system) and the manual must specify compatibility. The power shall not exceed 80W; temperature control mode limit: nickel alloy ≤ 275 ° C, titanium alloy ≤ 315 ° C. The battery meets the IEC 62133 explosion-proof standard.

Packaging Requirements

The health warning for nicotine containing products must cover 30% of the area on both sides and display the Greek words: "Τοπροϊόναυτόπερι동χ εινι kappaοτίνη, ηοποία εξαιρετιπτικυία". Packaging containing misleading claims (reducing harm, food/cosmetic use) is prohibited. Minors are warned that 'Δ ενσυνιστパτα ι gamma iota α ν동ους'. All packaging must be stamped with a tax label (electronic stamp). CLP regulations apply. The instruction manual must include instructions for use, contraindications, addiction information, etc. (in Greek).

Advertising Restrictions

Internet, social media, television, radio, print, film, outdoor display, etc. are prohibited. Allow exclusive stores and B2B special issues. The law explicitly prohibits the display and sponsorship of activities targeting minors.

Notification Requirements

Notification must be made through EU-CEG (6 months prior to listing), with a notification fee of 50 euros. It must include ingredients, emissions, toxicological data, production description, etc. Submit market data notifications before March 30th each year. And establish a collection system for adverse health effects.
