Sales Bans
Prohibit the import, export, production, storage, wholesale and retail sales, as well as the use of electronic cigarettes and their components
Latest Developments
Starting from April 1, 2026, Azerbaijan will officially implement a comprehensive ban on electronic cigarettes, prohibiting the import, export, production, storage, wholesale and retail sales, and use of electronic cigarettes and their components.
2. Nicotine containing electronic cigarettes are included in the definition of "tobacco products", while heated non combustible tobacco products (HTP) are explicitly excluded from the definition of electronic cigarettes
Policy Trends
Azerbaijan has adopted a "zero tolerance" comprehensive ban path, becoming one of the strictest countries in the world in regulating electronic cigarettes.
2. The government has formed a complete regulatory loop by synchronously revising the Tax Code and Advertising Law, eliminating the basis for the existence of electronic cigarettes in the legal tax system.
3. The explicit exclusion of HTP from the ban indicates that the government has adopted differentiated policies for different new tobacco products.
