Latest Developments
On April 24, 2026, the Armenian government approved technical regulations for tobacco alternatives, setting mandatory requirements for innovative nicotine containing products and tobacco alternatives (e-cigarettes, nicotine bags, etc.) for the first time. These products were not regulated before this regulation. The main measures include: prohibiting the display of tobacco substitutes at sales points (to be implemented from April 24, 2026); Treating traditional tobacco and tobacco substitutes equally within the territory of the Republic; The government is drafting a tax supplement bill to appropriately tax new alternatives. Prime Minister Pashinyan emphasized that the sole purpose of all regulation is to protect public health.
Policy Trends
1. Electronic cigarette sales are allowed but with strict restrictions: Armenia allows retail sales of electronic cigarettes, but is subject to location based sales restrictions and minimum purchase age regulations. The ban on displaying tobacco products (including electronic cigarettes) at sales points has been implemented since January 1, 2022.
2. The government plans to ban the sale of nicotine containing electronic cigarettes in the short term (according to GSTHR data).
3. In 2026, the government is formulating a tax supplement bill to include new tobacco alternatives in appropriate tax areas and impose appropriate taxes (Finance Minister Tigran Khachatryan stated).
4. Restrictions on the use of public places: The law prohibits the use of electronic cigarettes in most indoor public places, workplaces, and public transportation. But it is allowed to be used in designated areas of the airport, residential psychiatric care facilities, water and railway transportation.
Taxation
Import tariff for consumer goods: 10%, import tariff for means of production: 0%
Value added tax: 20% (uniformly levied on all imported goods)
Levying consumption tax on tobacco and alcoholic beverages
At present, electronic cigarettes are in a "light tax" state (due to the lack of specialized tax regulations). In 2026, the Ministry of Finance, the Ministry of Economy, and the National Revenue Commission are jointly formulating a tax supplement bill to include new alternatives in appropriate tax areas.
In June 2025, the National Revenue Council (SRC) discovered that an electronic cigarette import and sales company was suspected of tax evasion, with an amount exceeding 142 million dirhams (nearly 370000 US dollars).
Sales Channel Restrictions
Allow retail sales, but subject to location based sales restrictions and minimum purchase age restrictions
Prohibit the public display of tobacco products (including traditional cigarettes, electronic cigarettes, and electronic nicotine delivery devices) in trade centers or public dining establishments. This ban has been in effect since January 1, 2022
Prohibit product display at sales points (product display in duty-free shops is allowed even though consumers cannot access it)
Online sales: The law does not provide clear regulations, therefore it is interpreted as allowing online sales
Prohibited from selling to minors under the age of 18
Age Restrictions
18+
